The Alcatel-Lucent Broadcast Message Center (BMC) application supports message broadcasts to mobile devices in a specified geographic area.  [. . . ] Commercialmessagebroadcastis targetedtospecificbroadcastareas identifiedwithauser-friendlyname. Theseareascanbedefinedtohavea geographicshape(polygon)associated withthemorcanbemappedtospecific broadcastzonescontainingagroupof cells/sectorswithinthemobileservice providernetwork. TheAlcatel-LucentBMCcanbe configuredtoallowabroadcaster touseaspecificsetofbroadcast targetareasformessagebroadcast. 

Dependingonthebroadcaster'sscope ofoperation, suchbroadcastareascould bespecificlocalareas, regionalareasor theentirePublicLandMobileNetwork (PLMN)ofthemobileserviceprovider. Alcatel-Lucentalsosupportsthe AllianceforTelecommunications IndustrySolutions(ATIS)standard CellBroadcastEntitytoCellBroadcast CenterCBE-to-CBCinterface, which enablesbroadcastcapabilityfor externalcontentaggregators. Thebusinessmodelforthecommercial broadcastapplicationisprimarily supportedbyrevenuefrom commercialbroadcasters, interest groupsandenterprisesthatare interestedinthebroadcastof messagestomobileusersinthe targetdeliveryarea. Therevenueand businessgeneratedbythemessage broadcastapplicationsbenefitall entitiesinvolvedinthevaluechain. TheAlcatel-LucentBMChelpsthemobile serviceprovidertoinitiatenewtypes ofbusiness, suchasgeographically targetedcommercialbroadcasts, by monetizingitsbroadcastassets.
