Do not generate an error when an off-line base station is edited and saved. Save XML-RPC SMS on the handset stack when sent using endpoint_sms(). This makes it work the same way as handset-to-handset SMS. Do not send DECT pages to base stations that are not in sync. Handle DECT page limiter signals from the base stations.
